Montclair State University, NJ:The sole source path is opaque and rarely used. Practical guidance: do not pursue sole source unless absolutely unavoidable; pivot immediately to cooperative purchasing to bypass strict competitive bidding and vendor barriers. Expect heavy administrative requirements for unknown vendors (NJSTART registration, insurance, NJ pay-to-play and EEO/AA compliance). Note: Board of Trustees approval is still required for contracts over $500,000 regardless of method.
