The Integrated Resource Plan Task Force reviewed Sections 2 (Introduction) and 3 (System Overview) of the draft Integrated Resource Plan (IRP). Key discussion topics included the need to broaden the IRP's framing beyond cost and reliability to explicitly incorporate environmental impacts, resiliency, sustainability, and adaptability as per the City's Energy Policy. The Task Force requested further quantitative environmental data, clarified Prairie State Energy Campus ownership and liability risks, requested updated data on electric vehicle adoption and distributed solar, and identified the need for clearer load-profile and PJM billing explanations. Members emphasized the importance of presenting the IRP as a data-forward comparison of alternatives rather than a justification for a preferred strategy, and staff committed to addressing these gaps in subsequent revisions and findings worksheets.
The Task Force convened to review the Integrated Resource Plan (IRP) for compliance with statutory requirements and established a framework for evaluating facts, assumptions, and conclusions within the document. Discussions covered officer elections, member responsibilities under the Open Meetings Act and Freedom of Information Act, the proposed meeting schedule, and the methodology for developing a final report. Additionally, the committee received updates on grant initiatives, including infrastructure improvements and demand response planning, and reviewed an external compliance analysis of the draft IRP.
The Commission discussed several initiatives, including the purchase of a new pop-up tent, updates to the bike and pedestrian plan, and the status of consultant sourcing for sidewalk gap projects. The group reviewed the 'Why I Love Batavia' video series, scheduled attendance for an upcoming farmers market, and addressed the League of American Bicyclists workshop. New legislation regarding e-mobility (IL SB 3484) and potential updates to city ordinances were discussed, along with pedestrian traffic challenges at Randall Road and Fourth of July road closures. The Commission also reviewed protected bike lane study findings and future design guide updates.
